Barry has been a very engaged Town Board member for the last 6-years. He has the knowledge, experience, and is the candidate with a plan to lead the Town of Windsor forward as Mayor.
Positions held by Barry Wilson as a Town Board Member:
- Mayor Pro Tem (April 2022 – Present): I was appointed by my fellow Town Board Members to serve as Mayor Pro Tem for two years. I shall perform the responsibilities of the Mayor when the Mayor is absent or is otherwise unable to perform the responsibilities of the Mayor.
- Town Board, District-2 Representative (April 2018 – Present): I was elected to serve on the Town Board (City Council) in April of 2018 and re-elected in April of 2022. The Town Board serves as the community’s legislative body, having responsibility for enacting town ordinances, appropriating funds to conduct town business, appointing members to boards and commissions, and providing direction to town staff.
- Metropolitan District Homeowners’ Rights Task Force (November 2023 – Present): On August 7, 2023, HB23-1105 became law in the State of Colorado. It created two different task forces to explore issues and prepare written reports on a wide array of issues affecting Colorado homeowners. The Metropolitan District Homeowners’ Rights Task Force is one of those. The Metropolitan District Homeowners’ Rights Task Force will convene to study communities that are governed by the board of a metropolitan district and the issues confronting residents of those communities. Specifically, the Task Force members will examine metropolitan districts’:
- Authority to levy taxes
- Foreclosure practices
- Communications with homeowners regarding metropolitan district processes
- Homeowners’ rights and responsibilities
- District’s governance policies, including voting and election policies.
- Chair, Larimer County Behavioral Health Policy Council (April 2020 – Present): I represent Windsor, served 2-years as Chair, and 1-year as Vice-Chair. The Behavioral Health Policy Council’s (BHPC) purpose is to foster regional coordination and cooperation in matters relating to the provision of a continuum of behavioral health services in Larimer County. The BHPC’s Impact Fund Grant Program allows Larimer County to invest directly in programs that serve the behavioral health needs of our community. In our first 4 years (2019-2022) over $8.5 million of grants were distributed. The new Larimer County Behavioral Health Acute Care Facility at the new Longview Campus is open and started seeing patients in November of 2023. We will provide care and treatment to individuals in crisis with mental health and/or substance use disorders. A comprehensive care team will be available 24/7 to accept, assess and assure care for all individuals who arrive at the facility. An intake team will be available for a seamless transfer of care for those in crisis from family, law enforcement officers, and other first responders. A highly-trained care team will provide the appropriate level of care for the appropriate amount of time and coordinate a care plan before being discharged. These efforts are possible thanks to Larimer County residents that voted to increase taxes for a period of 20 years with all revenue to be used for preventative, early identification, intervention, support, and treatment mental health services for youth, adults, families and senior citizens who are residents of Larimer County including Berthoud, Estes Park, Fort Collins, Johnstown, Loveland, Timnath, Wellington, and Windsor.
- North I-25 Coalition, US-34 Coalition, and North Front Range Metropolitan Planning Organization (April 2022 – Present): In my second Town Board term, I have taken a larger role representing the Town of Windsor on committees focused on improving regional transportation and air quality. I am a member of the North I-25 Coalition, US-34 Coalition, and I am Mayor Paul Rennemeyer’s alternate on the North Front Range Metropolitan Planning Organization (NFRMPO). In January of 2024, I was elected as the Chair of the US-34-Coalition.
- Member Board of Directors, Great Western Trail Authority (January 2023 – Present): I represent the Town of Windsor on the Great Western Trail Authority, a local government entity created by an Intergovernmental Agreement (IGA) between the towns of Windsor, Severance & Eaton to accept the donation of the abandoned Great Western Railway between the towns under the “railbanking” provisions of the 1983 amendments to the National Trails System Act. The Authority’s ongoing responsibility is to plan and construct a public trail on the right-of-way, maintain the trail corridor, and seek funding for the trail through grants and contributions. The final bridge completing the 11-mile trail long “soft trail” was installed in July of 2023 to complete the trail and connect 3 communities.
- Town Board Liaison to the Planning Commission (April 2020 – April 2022): The Planning Commission’s responsibilities include preparation and maintenance of the Town’s Comprehensive Plan, which includes the Town’s Land Use Plan; review and implementation of provisions of zoning and subdivision ordinances, investigation and recommendation of amendments to master plans, zoning maps, conditional use grants, and recommendations of appropriate zoning classifications for all annexations. The Planning Commission’s responsibilities include preparation and maintenance of the Town’s Comprehensive Plan, which includes the Town’s Land Use Plan; review and implementation of provisions of zoning and subdivision ordinances, investigation and recommendation of amendments to master plans, zoning maps, conditional use grants, and recommendations of appropriate zoning classifications for all annexations.
- Member Board of Directors, Poudre River Trail Corridor, Inc. (April 2018 – Apr 2020): The Poudre River Trail Corridor, Inc. is a nonprofit organization managed by a local Board of Directors composed of representatives from the City of Greeley, the Town of Windsor, and Weld County. This group of volunteers and staff from the member governments put forth countless hours to coordinate construction projects, land acquisitions, fundraising efforts, community education programs, and events about the river and the trail. Without the dedication of those involved, the Poudre River Trail would not be the incredible trail you see today.
- Town Board Liaison to the Parks, Recreation, & Culture Advisory Board (April 2018 – Apr 2020): The Parks, Recreation, & Culture Advisory Board will make recommendations to the Town Board concerning: any expenditure or appropriation from the park fund, budget issues related to parks, recreation and open lands; policies relating to the public use and management of those lands, purchase or disposition of park, and recreation and open lands.
